I have a buyer that has opened a case on ebay.com but I can't access case details or respond, do I have to register on the US side to get anywhere

Sign into .com and then try accessing it. Your id and password are the same for all of the ebay sites.
A case is always opened on the site that the buyer was on when they purchased the item.
