I purchased an item from this company and never received it. They did refund my money but I left a negative feed back and they keep bugging me to change it this is the most recent one, I am not happy with this harassment. Why should I have to leave a positive feedback if I am not happy with their service. Maybe they should have tracking # or use a better way of shipping this is from

This is a common thing it seems, sellers from that country nagging buyers to change a neg until the buyer has to call eBay to end the annoyance.
If you ARE willing to change it, the seller has to send you a Request for Revision. You can't just up & change it even if you want to. The seller should know about it already:

If you are NOT willing to change it, you will probably have to use the Help & Contact link at the top or bottom of the page to call eBay and report the annoyance and get them to stop it.
FWIW, long delays in shipping are not the sellers fault. If you wanted items from China to come fast & tracked it would cost your closer to $50 -$60. Same as if you send an item there using a tracked service.

Handling time is the time it takes the seller to get your purchase into the mailstream.
While he chooses the service he will use, you are given a time estimate.
After the shipment is mailed, the seller has no control over its speed.
When the purchase does arrive, you can return the refund by using Paypal's Send Money service.
