I need to email customer service

I am extremely disappointed with eBay. I, as a buyer, received an item that was not as described and wanted to return it . I opened a return complain not as described item and eBay send me an email that the seller could NOT purchase a return shipping tag and to try to contact the seller for assistance. After multiple attempts to contact the seller with no luck I received an email from eBay telling me that if I do not return the item within the next 2 days I will not receive my refund.After eBay pressured  me to return the item back to the seller and paying the shipping the only thing that eBay could do is to give me the sellers info so I can recuperate my money. The seller does not even respond to my repeated calls and emails. This seller is a big scam artist with NO CUSTOMER SERVICE AT ALL. and unfortunately the same goes for eBay. VERY DISAPPOINTED.

eBay's current return procedure fails to work well if you and the seller are in the not the same country.

 

It's best if you contact the seller first to see if you can work something out before you even consider using eBay's return system. If that fails, I'd only use eBay if in the same country as the seller to file a claim.

 

Otherwise, I'd consider using paypal as best choice to file a not-as-described claim (up to 180 days after sale).

Disclaimer: I've never had a Not-As-Described case either as buyer or seller, so I'm only offering a secondhand opinion.

Well, the good news is that eBay has finally realized that there is effectively no such thing as an international Return Shipping Label.

That doesn't help you however.

 

For international transactions, both eBay and Paypal insist that the unwanted item be returned to the seller. EBay forces sellers to send the Return Shipping Label when both buyer and seller are in the same country.

Both eBay and Paypal insist that the buyer pay for the return shipping when the transaction is international.

 

So.

You can return the item to the seller on your own dime WITH Confirmation of Delivery/Tracking : which can be in the $40 range if the seller is overseas.

When you can show the seller has the item back, you will be refunded.

The seller might refund the return shipping cost. Don't count on it.

Paypal allows 180 days from payment for a Dispute.

 

Or.

You can decide the cost of return is too great and leave appropriate feedback. The most effective feedback is calm and factual.

Not as described. No response. No refund for example.

This will not get your money back.

Resell, trash or donate the unwanted item.

 

In future, read not only the FB percentage but also any negative or neutral FB for consistent complaints (Quality, non-delivery, counterfeits).

And check the Detailed Seller Ratings, which are anonymous for similar consistent problems. (4.9 Stars is not a problem. 4 Stars is a problem.)

I agree that  eBay has done a poor job of setting up and following through on the return system when buyer and seller are in different countries. Apparently, the process that they want the buyer to follow if the seller does not pay for their return label ahead of time, is to escalate the claim and ask ebay to step in so that you can tell them the seller will not contact you/provide a label etc. In that situation, eBay is supposed to either issue you a return label themselves or refund you and not require a return. I can't say for sure if that is always the result.

 

I'm not aware of an email address for eBay to complain about something like this as their customer service is generally by phone only but I will mention your story to the ebay rep on Wednesday as they are available for questions comments every Wednesday starting at 11 a.m. est. until Thursday morning. Or, if you are able to, you can comment on the board yourself that day.

I agree with your first sentence but the system can work if the buyer is persistent and follows up with ebay. Unfortunately, it isn't made clear on how to do that.  If the buyer avoids going through ebay and goes right to paypal, they are going to have the same result as paypal always requires a buyer to pay for return shipping. The buyer would get their original money back..just as the OP did...but they would still be out the return shipping amount.

That is NOT true for eBay.  As I've said  it isn't made clear or 'easy' for the buyer (or seller)  to figure out how to proceed with an international not as described return but eBay does say that the seller is responsible for the cost of return shipping. Does the seller always pay for return shipping.....no....partly because neither buyers or sellers know what to do as the system is not set up properly.   But eBay's official stance is that the seller is supposed to pay for nad return shipping.
