Have you contacted the seller to discuss the nature of the malfunction? The seller needs time to respond and perhaps correct the problem. Now that you have opened a dispute, you may be asked to return the defective item with Delivery Confirmation to the seller. Is that for the steel cutter? You will also need Signature confirmation on an item that expensive.
Once you have opened your dispute you will need to follow the instructions by paypal. Whatever you do, do not close the dispute until you have either a working item or all your money back in your hand. Once you close it you can never open it again.
If the item left the seller's shop not functioning properly, he really ought to reimburse your return shipping fee, but will only be forced to refund your original item price + shipping. If you are wondering if a seller's response could deny your refund, then no. You will, however, have to wait for delivery confirmation to show the seller got it back.
That is, unless the seller offers to compensate you for having it fixed locally. Did you inform the seller before opening your claim? Have a look at the following link, Section 4. It tells about how the refund process works for items which are "not as described":

+14 seems long for response time. Did you escalate the dispute to a claim.
