These are buyer and seller forums -- who said you didn't pay?
The seller? Contact email address is with your purchase information.
eBay? They don't read these forums. Contact them by selecting the Help & Contact link at the bottom of this page, then going to the Need our assistance? section, select Contact us and step through the questions to narrow down your problem/issue. This will give you a phone number to phone with activation code OR in some situations eBay will phone you.

Did you pay using PayPal? Go to paypal and look at the purchase details there.
(1) If you are paying from your bank account (and it is not backed by a credit card) it will take days for the money to be transfered to paypal before the seller is be paid. That info should be with your paypal account.
(2) Sometimes a seller may have the wrong email address specified for payment.
(3) A new seller may have your payment on hold because they are a new seller -- that is their problem, not yours.
There are other reasons, those are the most common.
