I received a message saying I won my first item on ebay. How is it I''m being charged if I've won it? Is there a procedure to get reimbursed?

Winning an item on eBay is not like winning a lottery prize. When you "win" an item on eBay it simply means that you are the high bidder at the end of the auction and are now required to pay for it.
in the case of a fixed price listing, winning means that you used buy it now to purchase the item, here again you are required to pay for the item. Sellers on eBay do not list their items in order to give them away.

Hello 'jorjey',
When you placed your bid on the auction, you didn't really expect to get it for free, did you? To 'win' simply means (in this context) to finish first, to come out in the lead, - like winning a race.
As such, never bid on anything unless you fully intend to pay for it. Below the 'bid' button is the phrase Add to Watch List, - use that to keep track of items you like whilst deciding if you want to buy them or not.
