I sell sports items to Ireland and the shipping cost from Canada to Ireland is ridiculously high. Why am I paying these high final value fees on these shipping costs? The costs are real, not made up...seems wrong to me! Anyone else have the same issue?

If you are worried that your overseas buyers are discouraged by high postage, you can use Flat Rate Shipping and a few tweaks.
First, yes, you are only being charged shipping FVFs on the first domestic shipping fee, not on your international fee. If you are only shipping to Ireland and not to Canada, you will be charged on the international fee, but that is a pretty unlikely scenario. If you are doing that, add a Canadian shipping cost, increase your market and reduce your fees.
To use Flat Rate shipping, work out how much it will cost to ship to Ireland. Now take part of that cost and add it to the asking price.

GT made a rookie mistake. They put in a shipping cost for Canada, would ship worldwide, but did not put in a cost. Once you put in the shipping cost, they got hit hit with the FVF on the total.

What you should have done was prepackage, weigh, measure, and publish a flat rate world wide shipping cost. It would have been approximately the same to everywhere. Then, you would only have been charged the FVF on the Cdn shipping of $35.
