I want to cancel my order for item 182170737155 it is not paid for and has not been shipped seller says I need to cancel from my end

how do you do that ?

That option is only available if you go to Purchase History within an hour of purchase.

After that hour, it is the job of the seller to submit the Cancel Order request to ebay.

Seller is wrong. Cancellation of item is handled from their end.

You request, if they agree, they do.

Tell the seller to go to their eBay Sold section, find the sale item, then on the far right click on More actions and select Cancel order from the drop down menu.
