 shipped it how could he retract it..???

Contact the seller.

Ask him the date of shipment and the service used. Ask him for a Delivery Confirmation number.

He may not have the DC number. This is not important to you.

If he says he did not ship, start an Item Not Received Dispute - The Resolution Centre is here.

If he has a good explanation, give him until Day 30 after your payment, then file a Dispute.
