The sell don't accept a return which I already agree. But what I received was really not as the seller's description, can I ask for a refund and return the item?

The sellers return policy only applies to buyers changing there minds not to faulty , damaged or misdescribed items.

I don't know why sellers say 'no returns' because if they /we take Paypal we make refunds and take returns.
Sometimes the seller will agree to refund without a return, accepting a photo of a damaged item, for example. Usually this happens before and outside the Paypal dispute process.
But if the seller refuses to refund on return, the buyer can go to PP for repayment.
Paypal will require the buyer to Prove Delivery, however, so use a Delivery Confirmed or tracked service.

If the seller accepts paypal, they accept returns. You have up to 45 days to file a not as described dispute. It is best to notify the seller that something is wrong and hopefully they will try to resolve the problem and then there is no need to file a dispute. If you get a refund after returning the item and the seller ask you to agree to a transaction cancellation, by all means, agree to it. If the seller asks you to cancel before getting the refund, don't do it. Hopefully all will go smoothly and you get a refund with no hassle.
