Is a seller allowed to change their mind about shipping to Canada after you won the item?

I won the bid for an item that clearly says it ships to Canada and that shipping is free. When I paid I immediately got a refund saying that the seller doesn't ship to Canada. I contacted the seller to say I could have made other arrangements if that had been correct in the listing, but I have gotten no reply. Is this acceptable or should the person have honoured the sale?

It's difficult to speculate. If the item says 'free shipping' and specifies shipping to Canada, I'd expect it to be honoured but you say 'won' so I must assume this was an auction? If so, the seller may have refunded your payment hoping to cancel your transaction because he or she didn't get the price they wanted. And as disappointing as that is for them, it's not allowed under the ebay policies. That being said, there's no way to force them to send it.
Or it may be that there was a technical error somewhere along the line and that they didn't intend to offer free shipping outside the USA. Given the fact that your seller is now incommunicado, you'll never know. If it was this kind of mistake, it would be in the seller's best interests to impress upon you how sorry they are and it was an error in the listing. But it doesn't sound like that is happening so....
Leave appropriate feedback. If you sound angry, you'll end up looking bad too. Stick to the facts.

Recently eBay introduced a policy that allows either the buyer or the seller to cancel a transaction within an hour or two of the purchase.
Every one of these cancellations has one very unhappy and upset member.
Your seller is unlikely to ship to you. Ever . So forget that.
You can leave feedback. The most effective feedback is calm and factual. "Ad said ships to Canada refused to ship cancelled payment' for example.
At the same time you will be asked to leave Detailed Seller Ratings. A normal transaction should get 5 Stars. The LOWEST rating is ONE STAR.
If a seller's DSRs drop below 4.3 his fees may rise, he may have the number or value of his listings restricted, his customers' payments may be held for up to 21 days against his performance, or his selling account may be closed,
