Later we received a PP email saying that the seller had canceled the transaction:

An account check showed the transaction reversed and the notation:

The payment credit only lasted a few minutes (I could have withdrawn it to our bank account in that time) before it was canceled.
I shipped his merchandise anyhow yesterday as it's an established repeat customer and dropped him a line. He will pay us today or tomorrow, I am not worried about that.
What concerns me more is that such is technically possible. What happens when a seller ships and the payment is canceled later?
Although, in retrospect, it does not really matter as payments credited can bounce a week later when the buyers bank does not honour the payment. That happened 2x to us so far (both buyers made good shortly thereafter). That is the reason we also ship on uncleared e-cheques; seems to be same crap-shoot as confirmed payments.
As for the zero fees, Pierre, no idea, sorry.

A customer bought and paid for merchandise today. We received the PP payment notice that the funds were in our account and we could ship. An account check verified that the funds were indeed credited.
Later we received a PP email saying that the seller had canceled the transaction:

Bernie, same case I am dealing with ECHeck, customer requested to cancel the eCheck after payment is made but eCheck was not processed nor cleared by Paypal, I cancelled it. Status showed just you mentioed. Yesterday I receive the paypal email, they are trying to get the payment, buyer bank is decline the request. I think buyer can also cancel the payment. it mentioned on the paypal email, when buyer send eCheck. Yes buyer can cancel the eCheck at their financial institiution. like Stop payment.

If it is a echeck, paypal simply clarified it a echck. also if an instant payment. it will mentioned instant. if you look into paypal email as "payment type'. you will know how buyer paid.
Most common problem with eCheck in Germany or here north america, If seller ship the item and buyer cancel the check, buyer may not return the item at their cost in the event of cancelled order. It involve eBay dispute as unpaid.
Surplus if you are fast enough you may cancel the echeck within 24 hours receipt if paypal has not start processing and your eCheck is in "pending position".
Bernie , I don't see the paypal fees with order, you undisclosed it? I always check the payment type and country. sometime buyer send payment either address confirmed but payment is unverfied. BEWARE!! unverified payment is mean trouble! it could be fraud payment or paid with credit cards that is invalid. CAUTION !!!

It was an INSTANT PAYMENT and NOT an e-cheque.
There is no such thing as unverified payment, only unverified addresses and we ship to those all the time, no problem.
We also shipped on this canceled payment because we have dealt with this buyer many times.
The Paypal fees were there when the payment posted but later, when the payment was canceled, fees did not show.
I did call Paypal yesterday and, in true form, were clueless.
The customer said that it was an administrative cancellation from Paypal and he did not initiate the cancellation. It had something to do with his Paypal account that he has to sort out. He did not specify what and I did not ask; after all, he is a customer.
I am going by the premise that these reversals are done within minutes or seconds as opposed to hours. Anything else would be scary 🙂

I do not understand an instant payment with no fee. That is what does not make any sense to me.
Was it a payment from a buyer? or a refund from a seller? or something else?

Perhaps the "Glitch" was that no fees were deducted and Paypal reversed it, intending to run it through again, but their computer forgot.

PayPal instant payments received
The funds were posted, accessible, and a Print Shipping Label link active.
My point was simply that it is technically possible to have a payment reversed by PP without a buyer initiating such or a dispute being filed.
The customer claims that he did not initiate the cancellation and I believe him. He did mention having to straighten something out with PP and he also paid again this morning.

If your customer did not initiated the cancellation, then who did??? If paypal is find unauthorised action on payment, then payment will be reversed to payee. Pierre, when you see payment on cancelled status like eCheck, paypal don't show the fees it charged "o.00. if an instant payment was made, when payment is refunded or cancelled status, You will see " - dollar credited to payment".
Bernie you had good customer, that he paid you again. I believe he had some issue with paypal or on his side "nothing todo with you". you got payment- ship item that is your concern dear.
