You can block a bidder for any reason. Whenever you have a non payer, they should be added to your blocked bidders list as well as have an unpaid item dispute filed against them.

If you have an active listing and check to see what type of feedback your bidders have left other sellers and it appears a bidder has a habit of leaving unflattering feedback, you should cancel their bid and add them to your blocked bidders list. Sellers can cancel any bid for any reason.
