Item listed is a sample, specified "This a sample, not for sale" is it legal?

I've seen many peoples selling this item "http://www.ebay.ca/itm/KEURIG-4-K-CUP-SAMPLE-PACK-CAFE-ESCAPES-CARAMEL-VANILLA-MOCHA-CHAI-LATTE-/171..." witch is part of a promotion on Keurig.com. The product is a free sample and as such it got the mention "This product is a sample, not for sale". Isn't selling this sort of item against the law or something?

It's not against ebay policy (so not against the law). I used to get lots of "free" sample stuff from buying Lancôme and Clinique and have sold the sample lipsticks and crèmes that I didn't want. Just because I got them for "free" doesn't mean I can't sell them.

No.

The manufacturer distributes the samples. The receiver now owns the sample and can do what she wants with them.
