Its been over 25 days and my item still hasn't arrived. The seller asked me to wait 5 more days which I did in order for me to receive a full refund, I still haven't received a refund and due to the time difference it's going to take a long time for him/her to reply.

 

How can I take action? It was less than $5 but I'd still like my refund.

Depending on the location of the seller, 30 days is not an unreasonable delay.

It is a delay however and  you do have the right to be impatient.

Ask the seller for the Delivery Confirmation number. While many sellers do not use delivery confirmed services (and for a buyer the extra expense is not a benefit), this will signal that you are serious about your purchase.

If you get no response or a brushoff or another "please wait", file an Item Not Recieved dispute with Paypal.

With Murphy's Law, this often means the item shows up in your mailbox the next day. :^O

If not, if the seller cannot show that the item has been delivered, you will be refunded.

Since the postal system is sometimes slow, but is usually reliable, you may have to repay the refund when the item shows up. Use PP's "send money" for this. You cannot ethically have both the item and the money.

You have up to 45 days to file a Dispute through the Paypal Resolution Centre.

You have 60 days to leave feedback. Take your time because the item will probably turn up.

Hello 'hewblow',

You have 45 days in which to file a claim for refund, so that's still 20 days away.  It is best to file no later than day 43.  You don't say where it is coming from but with international shipments there can be annoying delays, especially if the seller did not mail it minutes after you ordered it.  A seller has 7 days in which to get it in the mail after cleared payment.  Did you pay immediately or use an echeque (another 7-10 days to clear)? 

Sometimes items take a bit of time to arrive, so as long as you file by day 43 you won't lose your money.  Just don't ever be sweet-talked past that date.  And once you open a dispute, do not close it for any reason until you have either your item or your money.  You can never reopen it again.  Here is ebay's explanation about this:
