Keeps defaulting my Listings to eBay.com messing up Shipping Costs

I'm trying to List a Headset and after putting in shipping box dimensions and hitting Continue, I get this message even though I have Item Location listed right under the Shipping policy column.

Shipping policy - We're unable to calculate your shipping cost based on your current item location. Please enter a valid item location which includes the City, Zip Code and Country. If your item location is not within the US, please select flat rate shipping.

And every time I list it keeps defaulting to eBay.com where my shipping rates are messed up and I can ONLY input a flat rate of $6.00 for shipping cost.

Which doesnt make sense at all, had to cancel a previous sale due to the buyer thinking I was trying to scam him because it listed as  $6.00 flat rate shipping when the item was about $40 shipping cost...

Not real sure what you are saying. Shipping location has nothing to do with shipping cost, it depends on what site you are listing on.

Are you doing the listing on com or ca?

If on com, regardless of location, it thinks you are shipping from inside the USA.
