Every thing seemed fine and looked legit and I was actually out bit which was fine. Then a few days later I get a email from the seller saying I'm the winner of the auction. He claims the higher bidders backed out. Its a expensive item and I'm totally nervous of the deal now. Any words of wisdom? Does that happen?

That's happen sometimes. If you're the second high bid and the winner don't pay the buyer, he can make an offer to you... but, you have the choice to refuse it.
Explain that's too expensive for you now and you have changed your mind. Whatever reasons you have, simply decline.
You have the right to say no.

Exactly.
But look at your seller's feedback and his Detailed Seller Ratings. Second Chance Offers are usually legitimate, and if the seller has multiples of an item, such as an iPad or mass market jewelry, then no problem.
The negative and neutral comments are always a useful guide, but remember that while 2 negs in a 100 feedback seller is poor, 200 negs in a 100,000 feedback seller is darn good.
