So your real question should be-- HOW DO I GET MY PAYMENT REFUNDED?
If less than 45 days have passed since you paid, go to the Resolution Centre at the bottom of this page.
Open an Item Not Received dispute;
The first step is to contact the seller. Ignore this since the seller has been shut down.
Move to a Claim and say that the seller is Not A Registered User. (NARU).
This should get your money back pretty quick.
If you cannot open a Dispute, instead go to the credit card you really paid with( Paypal is just a useful mediator) phone the 1-800 customer service number. Ask the clerk about a chargeback.
The clerk will need dates , transaction numbers, payments, currency, etc. so be ready to help her out.
But cards have deadlines too, so act immediately. Don't even wait till Monday.

Before you bid in future, look at the seller's feedback. 98% is bloody awful.
Read the negative feedback. While a seller with 100 FB and 5 negs is horrible, a seller with 100 000 FB and 500 negs is doing pretty good, because some people will never be happy.
But if those negs are consistent (slow shipping, never received, poor quality) pay attention.
