I paid for it with a credit card, now trying to lodge a complaint or whatever you call it but totally confused and getting no where, how do I do that when I paid for it and used my shipping address but it was in her name,

The fact you used your credit card to pay for your daughter's purchase is not relevant at this time.
The claim for non-receipt must be filed by your daughter, using her user ID, matching the PayPal payment.

When dealing with PayPal, the claim must be made by whoever (email address) made the payment.
When was the purchase made? Have you contacted the seller? Any response?

not sure if it was her email or mine, dah first time we have tried to use ebay,
purchase made december 26/13 and item supposed to arrive by january 30th at latest,
have contacted the seller three times with no replies,
I gave my daughter a number listed to call ebay,

Go to your PayPal account.
Get PayPal's telephone number and call them. Have all the information ready.

This is the reply I received from eBay about your problem:
"It's normal for the Resolution Centre to take a buyer to PayPal when they try to initiate an Item Not Received or Item Not As Described claim, if they paid with PayPal. It's pretty much the same process that happens on eBay in other cases; a claim form needs to filled out and the follow up process happens on PayPal's Resolution Centre. All that person needs to do is figure out what PayPal account was used for payment and use those credentials to log in, then follow the prompts.
If they need to get help from CS they should contact eBay CS, they can help walk them through this. They should only call the eBay phone number provided to them by the site when they click "Contact eBay" in the Customer Support section."
Basically, the same old "pass the buck" instead of attempting to look into and solve the problem.
