New compulsory "Import Fees" from USA to Canada

Member since 2010 (632 100% feedback). I have been experiencing the new compulsory "import fees" policy on items from USA. Surprising! I am disappointed with this policy. It is a negative one on many levels notwithstanding for USA and eBay revenues, as many like myself will now be sure to be motivated to resource items outside of USA, and outside of eBay.


 


Also disappointing is a story I was told that USPS recently (January 28, 2013) redefined Canada from being an 'intermediary' to an 'international' country, and therefore shipping fees from the USA to Canada have risen 80%!


 


Must be people in rooms in the USA racking their brains on how to support the USA economy versus just printing money.

that doesn't explain how $350 worth of books and magazines came through with only 5% GST through the post office.  If it had been through one of these GSP listings I would hate to think how much they would have charged me for import fees.

The Customs officer that day decided to charge 5% GST only as if all items were "books" and ignored some of them were in fact magazines.


 


Say "thank you" and move on. 🙂

true, that's not why I pointed it out, had it been through one of the gsp listings I would not have had that privilege, I would have had to pay the whole import fees regardless of what Canada Post  would allow.  I see this as a way to collect all those fees that normally would not be generated.

according to a previous message by  thegroupofone....Under this new system, I am paying $21 on a $76 item or 27% "import duty".  if that is the percentage I would be charged $94.50 for a $350 order of books/magazines.  Instead of approx $17.50 + $9.95 through the regular channels- providing I get the same "nice" postal worker...LOL

The situation pointed out by one member may not be the same as applied to you. An amount charged to one buyer may not represent the same percentage for another member.  Better to stick to the facts you know.


 


Then, there is a misconception about the words "import duty"


 


Seldom is "duty" actually charged by Canada Customs.


 


Many understand the term to mean the total of all taxes and brokerage fees applicable. 


 


When dealing with Pitney Bowes (Global Shipping program) it may also include the extra shipping charge for reforwarding to Canada and the Pitney Bowes fee. Once again, better to stick to the facts that apply tio you in each situation.  It is impossible to "generalize" the meaning of the extra fees. They are different for each buyer based on many factors, including different tax rates (GST/PST or HST) for different provinces.

Postal workers have nothing to do with it.


 


The Global Shipping system automatically calculates the tax that should apply and add their fees. The tax is paid directly by Pitney Bowed to the Canadian government and the parcel enters Canada on a tax paid basis.


 


On the other hand a shipment coming by mail (USPS) goes to Canada Customs.  The decision to charge tax or not is made by Canada Customs, not Canada Post. Once taxes are applied to a parcel, it is tranferred to Canada Post for delivery to buyer and collection of taxes and brokerage fee.

pierre - thanks for the brokerage info posted a page or so back. Guess it's been a long time since I've paid it.


 


My seller drove my package to the airport. He seemed to know about the Kentucky routing but I'm not sure if he sent it to Kentucky or Ontario. He's new, perhaps older and struggling with details so I might yet be paying Canada Post fees on top of the import fees paid through Paypal.

well if ebay wants to make less money they're on the right path, i probably spent arround 5-8k a year but now i'll stop completly and order through most seller website and bypass ebay alltogether.


 


thanks ebay for saving me money and being so stupid in thinking people would pay and extra tax just for you.

I'm SAD to see these fees happening ...as  I've  using Ebay since 2001 ... X-(


When purchasing from Canada, Total cost, the item & shipping fees combined, were more important than just the cost of the item itself !!!!


I'll just sit it out until or if these fee's end ...


I would never consider buying if the shipping was anything other than USPS anyway,  but even these fees seem to be inflated now ...


 


I hope Ebay will reconsider these fees ... if they notice a BIG drop in US to Canada sales ... 😉


 


I hope some sanity will prevail ... but I'm not optimistic ... unless it starts costing Ebay  $$$

I have seen a negative given to a seller because the buyer was charged duty/customs/taxes.  I think they were in the UK. I thought it was against policy to leave a negative regarding a comment on duty charged but I guess the seller has to be the one to address the issue and either doesn't know or didn't care.  



 


You're right, it is against eBay policy to leave negative FB, but the proviso is that the FB must only concern the Customs issue.  So if a buyer makes any other comment about the transaction, eBay won't automatically remove it. 


 


However, I have had a buyer -- as it happens it was a UK buyer too -- voluntarily revise his customs-related FB once I nicely explained that, although I was completely sympathetic with his issue, I had no knowledge of, or control over, the duty he was charged. 


 


I expect US eBay sellers will see a rash of negative FB over this GSP.

This must have been the case for some time with certain US couriers as well.  I recall getting a parcel recently for a purchase (ordered from a private US website) of ca. $90 on which a total of $85 was charged for delivery, customs and brokers' fees. 


 


I for one hope that US eBay sellers will ultimately completely reject this whole eBay/Pitney Bowes GSP scheme.  Whether eBay will notice that a few thousand Canadian buyers have disappeared is questionable, but the US sellers themselves may notice!

For the record, I do not like the eBay Global Shipping system when applied to shipments to Canada.  I do not like it nor approve of it.


 


I do not wish to "defend" eBay for its implementation.


 


That being said, disregarding the highest costs to many Canadians because Canada Customs system allows many parcels to come in without taxes when taxes should be levied - and that is by far the biggest objection to the new program - many large American based mail order businesses use similar systems and follow the same concept.


 


Take a look al L L Bean, a well known American mail order retailer with a large Canadian customer base:

Take note:"We assess 0% for duty and brokerage on goods made in the US, Canada and Mexico and 19% on all other goods." In other words, they average it, regardless of actual duty rates. GST/HST are added as applicable (depending on province).


 


We also know that many American sellers have historically offered to ship within the USA only. Why?  They are Americans!  The centre of the world, the most powerful country in the universe. Many feel the domestic market is all they need to be successful.


 


By offering a relatively painless service for sellers, eBay expect many American sellers will increase sales outside the USA.  Looking at the program objectively, if we make exceptions of low priced items and export to Canada. the system makes sense to help American sellers increase overseas sales, without the headaches of understanding Custom forms, etc...


 


A few years from now, three things may have happened:


1) percentage of overseas sales did not increase or decrease


2) percentage of overseas sales remained constant


3) percentage of overseas sales has increased and eBay will call the program a "great success".


 


While sales by American sellers to Canada may suffer, I expect an increase in overseas sales over time.

Why not just bypass the sellers that have signed up for this program?There are many U.S. sellers who do not use it and some that do are willing to bypass it if asked.


 


I'm sure that ebay looked at this program as providing extra income as they must get a cut off the amount paid to Pitney Bowes but I also think that they thought it was a great way to get more American sellers to sell outside of the U.S.

i actualy contacted the seller and she seemed confused to know this, she said when she did her listing that she checked the box without understanding what it was just that she was saving money.


 


either way she lost 7 sales today or bids from me, i stopped buying within canada when they started to charge taxes and i'm doing the same thing with ebay.com until they remove it if not then goodbye ebay.


 


i already found 12 sites to order from [in the us] that wil not charge anything but postage and gift everything.

I've just learned the hard way about the new "import fees"...upon clicking "pay now" button!


 


Apparently US sellers can opt to enrol in the "Global Shipping Program", once enrolled the "import fee" is automatically applied at checkout. 


 


Sellers opting into this program need to be transparent so Buyers are not caught off guard.  In my case the "import fee" was equal to the $27. shipping charge.  The majority of my ebay purchases have been from the US and I've never once had to pay import charges.


 


It should be mandatory that this charge is calculated and disclosed prior to bidding. 


 


I'll be rethinking my purchases!

Actually it wasn't disclosed with the shipping information or the shipping calculator or the item description. I spoke with a representative from e-bay and the seller - they also reviewed the item description / details and coudn't find it.


 


I would recommend, prior to bidding, send a message to the seller and ask if the item is being sold under the Global Shipping Program.
