New seller wanting to offer international shipping

I read somewhere that as a new seller I must have 10 positive transactions in my own country before selling internationally. However, I have seen another new seller on ebay.ca that is offering international shipping. Can u please tell me if I am mistaken with the rules?

That 10 transaction rule only applies to members listing...

That 10 transaction rule only applies to members listing on the US Site not to members listing on the Canadian site,

Have an eBay account in good standing.

Have a PayPal account and be PayPal Verified.

Have at least 10 Feedback points earned as a seller.

Have had your first successful sale more than 90 days ago.
Meet the selling requirements of the sites where you want your listings to appear."
