If you paid by Paypal, you can get a refund.
Go to Customer Support up in the top right corner there and click on Resolution Centre.
You want "Item Not As Described.'
Paypal will instruct you to return the bracelet with a Delivery Confirmed service like ExpressPost (which starts around $14 and no you won't get your return postage refunded).
When PP sees that the item is back with the seller, PP will refund you and go after him for the money.
Is the cost of having it restrung 'properly' greater or less than the cost of returning it?
