When you post I would give more details about what grade you are in and how long you have to complete it.
I assume you don't want to spend too much money so do a Google search for free web hosting.
I know of a few places you can create websites for free but I am not allowed to mention them as that would violate the answer centres no advertising rule.
A good place to start would be by creating an eBay Me Page.
That isn't exactly a website but incorporates many of the same elements.
Click on the Me Page icon by my name to see the type of things you can do.

Creating your own website is not something you can learn in a day or two.
A few "languages" you would have to learn would be HTML5 (which is the coding language you would use to design your website), Javascript (which is the programming language you would use to create certain applets), possibly SQL/mySQL (if you wanted to create some database entries), to name a few.
Here is a link that can create some BASIC HTML code for you:

That code would be very, very basic.
Once you have all the programming done, you need to find somewhere to host your site. Prices range anywhere from $3/month to $20/month. You would need to do some shopping around.
Honestly, not sure why you're asking in a ebay forum... But search through Yahoo answers. They give some basic instructions. Or the following link...
