Problem with Paypal refund.

I had a transaction with a first time buyer, wouldn't you know, it was one that never arrived. She has been very patient, but I decided to refund her payment today. The problem is, when I try a get a message that

This transaction cannot be refunded due to issues with the buyer's credit card. No funds have been transferred from your PayPal account.

She says that there is no problem with her credit card, and I can't see why that would stop her receiving a refund. Is it possible it is because of all the glitches in Paypal recently?

Problem with Paypal refund.

I wonder if maybe she has an older card on file that she hasn't updated the information for? You say she has said there is no problem with her card so I assume she would already know, but it could be a possibility.

I know from experience that when I get a new card I'm not always quick to update my information on sites where I use my card, and don't realize it's out-of-date until I go to use it and get told there's a problem.

I don't think that would be the reason, although it is something I have done myself, but she only signed onto eBay for this purchase, so I presume she would give her current card. I will see what Paypal says, but I think they will say that she needs to call them.

Problem with Paypal refund.

Paypal were very helpful. It is because she logged on as a visitor with a debit card, in order to get a refund she has to register on Paypal.
