Promotional shipping or Shipping discounts can only be in USD on .ebay.ca

Since promotional shipping is only available on .ca for listings listed in US currency.  I offer free shipping in Canada but I don't want to offer free shipping in the US unless they buy 10 or more.   I am wanting to make my own, how does this sound:

Buy 10 or more CD’s listed in Canadian Dollars and receive free shipping for all 10 or more to anywhere in the USA, that is a savings of over $30 US.  All single artist CD’s are listed on ebay Canada.  Compilations are listed on ebay.com.

Instructions: 

• You must log on to ebay.ca
• Any CD’s you want put in your cart on .ca
• Send me an email with the titles you have in your cart
• Wait for a response from me that I have adjusted the shipping.
• Buy and pay for out of cart.
• It is very simple

Under "currency" open "Edit", go to Screen 2 of 2 - you now have a choice of US or Canadian dollars.
