Go to the Resolution Centre at the bottom of this page.
Open an Item Not Received Dispute.
If the seller cannot prove that the item has been delivered (not shipped, delivered) he will be forced to refund. If he does not do this promptly, eBay/Paypal will refund you and go after him for their money. Hard.
If the eBay Dispue cannot be opened because your useless emails took you past the deadline, go instead to Paypal.

PP has a 180 day deadline on Disputes.
