The Second Chance Offer is not automatic.
If you sell something by auction, you should be getting an email from eBay telling you that you can make a Second Chance Offer to the underbidders.
If you use Fixed Price, there are no underbidders and if you have another available that is not listed then you can use Sell Similar to post it for sale.
