EBay wants members to police the site, but does not want vigilantes.
When you report a problem you should get a polite note from eBay. And that's all you will get.
They do investigate. It is possible of course that you are wrong. Or they may be being very cautious.
If you add the seller's name to your Favourite Sellers List, you may find he goes suddenly NARU.

Far from being a vigilante.People's money at stake.Only report obvious fakes that have been well researched.But coins still allowed to stay up for sale.It seems the policy favors sellers.The coins are being offered as ancient Roman,Greek,etc.but are not.If buyer doesn't do meticulous research,or worse doesn't check at all,or finds out months or years later that it's a forgery.Meantime seller has changed his ID numerous times and is still making money.There has to be a way to make it safer for the buying public.
