I won an auction and when I went to contact the seller (because it had been a few days and he hadn't shipped out yet) he says that it's not letting him print the shipping label. When I asked him more about it he said that he got it to print but is not getting a shipping label. Is this a common thing that happens? It says that it will be shipped by the global shipping program so it come with a tracking number but he's not providing me with one. Should I open a case?

If this is indeed an item being forwarded through the Global Shipping Program, is the seller aware that he should be sending the item to Erlanger, Kentucky, and not to you?

I've tried telling the seller, his response was just "I'm supposed to print the shipping label but it won't let me". I don't know if he's aware. He claims he's sent it already and that it should arrive in 3-5 days but the status on ebay still says hasn't been shipped.

Some of the shipping labels I use are older than I am. And not even Canada Post.
I use postage stamps and Newfoundland stamps are still valid for postage.

Politely ask him for the service he used (parcel post, first class international, expedited) , the date of shipping (mention the date he claims it was sent) and the tracking number to Kentucky (where it will be forwarded by GSP/PB under a different number).
Once you are certain it has arrived in KY, relax. It will be at your place before Christmas.

I don't understand this post. So you're able to predict an address you're going to use years in the future, generate a shipping label bearing that address and then have it sit around?

I think you misunderstood the post.
Femme is referring to postage stamps which can be used for years to come to pay for postage. Canadians can use Canadian postage stamps available from Canada Post and can also use postage stamps made available in Canada years or decade ago, including those issued by Newfoundland prior to joining the Canadian Confederation in 1949.
There is a specific clause in the act allowing Newfoundland stamps to be used for Canadian postage.
I do that from time to time - with old $0.05 or $0.07 Newfoundland stamps - to "spice up" my envelopes.

Right, but there's more to a shipping label than postage.
Yes, the seller could just generate the mailing address on a word processing document and use good ol' fashioned stamps or take the package to the post office for a franking sticker, but he may be confused by the Kentucky address he's been instructed to mail the item to and that may be the crux of the issue.

You have to take the comment in the context of the question you had asked which suggested that a seller needed a shipping label produced by eBay/PayPal.
Many sellers, myself included, never ever used eBay/PayPal shipping labels.
I print the shipping label using standard Avery labels and affix the appropriate amount of postage stamps on envelopes or parcels.
It is way cheaper than using PayPal so-called "discount" postage for some postal services as I (like "femme") typically purchased postage stamps at 30% to 40% discount from face value.
And the same applies to American sellers who can easily purchase American stamps at deep discounts.
I agree with you the seller may have been confused as to where to ship but that is another story.

I can count on one hand the number of packages my wife and I have received from the United States since the late 1990s that have had postage stamps on them.
Given how the customs form and address label are wedded on USPS mailing labels, there may be a considerable number of U.S. sellers who believe that they can't mail anything outside of the country any other way.

The seller should be the one on the forums, and contacting Ebay, trying to figure out why he can't print a shipping label. I would say if he doesn't respond to your message after a 3 business days to open a case and request a refund until he gets his stuff sorted out.
this is an unfortunate side effect of the Global Shipping Program. New sellers opt into it not knowing all the details. It's unfortunate.
