Seller contacts me 3 days after item ships (outside of ebay), asking for $9.46 "Tax"

Seller sends me an email outside of eBay requesting a further $9.46 for sales tax after item has been paid for and shipped.  

I definitly think if they were going to charge these fees it should have been INCLUDED in the initial check-out process, as happens with many other transactions I make.  Am I oblidged to pay this even though it was not included up front in the price I agreed to on the auction?

No. Ignore the email.

 

Is the seller located in the same province as you? That's the only time a seller is allowed to charge you taxes, but even then it should be included in the ebay checkout.

 

Even if the taxes the seller wants to charge you are legit, they had to be included in the ebay checkout for you to be forced to pay.
