Is it common to advertise for shipping, then once a buyer chooses your item put a shipping charge on payment?

What was the listing number?

Often a seller will advertise "free shipping:" to the USA (for example) but not if the buyer is located in Canada.

At other times, you will find listings offering "free shipping" if buyers buy at the higher Buy-it-Now than the lower auction price (where shipping charge applies).

Other than that, no, sellers cannot raise the shipping charge after the buyer has purchased the item.
