This may be old news but apparently there is a reason so many PayPal addies are now unconfirmed!

We recently introduced a change to the payment process on eBay, where buyers will be taken to a "Review Purchase" page when they click the Pay Now button from a completed listing, My eBay, or an end of auction email. From here, they will be able to choose their shipping address, confirm the item(s) they want to pay for, the total price, and choose a payment method. Buyers will have the option to select shipping addresses from their eBay account, as well as their stored addresses from their PayPal accounts, if applicable. Note: We are aware that this change is causing some PayPal buyers to unintentionally pay with an unconfirmed address. Buyers that have a PayPal confirmed address should click the "Change shipping address" link on the Review Purchase page on eBay to select their confirmed address.

We are working on improved instructions to make this more clear to buyers during the payment process. Until this is available, sellers who receive PayPal payments with unconfirmed addresses will still be protected by PayPal’s Seller Protection Program if the buyer actually has that identical address confirmed within their PayPal account.
