I thought this is funny or maybe sad.  He is probably trying to discourage Canadian buyers.   For US buyers he charges $8.22.  Why doesn't he just say shipping to the US only?

The seller only charges US$8.22 to ship within the USA.

The $999,999 charge only applies when shipping outside the USA.

Yes, he very obviously does not want to sell to anyone else, but then, in the body of the listing he does say in his 

'message to non-US buyers' that he will only ship to a US paypal address where the buyer also has an ebay US address.

Why, then, does he claim to ship worldwide?  Or does he figure so long as an international buyer pays the million, 

then that is okay, haha.  

Sheesh.  Funny or sad, indeed.
