Did you get a notification that the parcel went to Kentucky before it came to you?
If not, your seller messed up.
Some sellers who do not understand the new system (and it was not well explained), will ship directly to Canada, instead of to Pitney Bowes in Kentucky, who then calculate any duty and tax , remit those to Canada, and send your parcel with hundreds of others to Canada. Most, but not all, of these parcels are then handed over to Canada Post for delivery.
If the sellers sent directly to Canada, PB did not get their $4.95 fee, which you paid, but no duty or tax was remitted to Canada,although you paid it, and of course the shipping was handled by USPS and Canada Post.
And the $9.95 Canada Post fee got charged....
It's just a big bundle of misunderstandings and messes.
I don't know how to straighten it out, but I would suggest starting by looking at the tracking information. No Kentucky? Your seller should be taking responsibility.
