Hi, All,

I need help for a credit card charge back.
A guy bought one of my items and paid it by paypal, but he didn't provide a cofirmed address. I shipped the item to him using canada post small parcel shipping, so there is not tracking number. Now the buyer reported to paypal that he didn't get the parcel, at the first beginning, paypal hold the money, after investigation paypal released the hold of the money, so I thought things were over. However, two days ago, the buyer filed a chargeback and asked their card issuer to reverse the payment, since I don't have a tracking number, what should I do?

Canada Post small parcel comes with $100 insurance included, so at least (if you still have your receipt) you can claim a loss shipment through Canada Post.

You don't provide enough information. How much was the item? Did you phone the customer to see what's up? What makes you think that the item got to the customer? How long ago did you ship and to where? Sometimes to the USA, shipments can take a long time to arrive. I don't understand why PayPal would have sided with you rather than the customer, since you had no proof of delivery~ so something is odd here.

I looked at your eBay Store and am a bit confused about your shipping.

In your ad listing under SHIPPING POLICY the second line item states that you ship all your parcels via CanadaPOST Expedite Service but in the eBay posting form under shipping you have STANDARD DELIVERY checked-off rather than CanadaPOST Expedite Parcel.

Why?

If you are NOT actually sending the items via the method of shipment you are advertising and charging for then you risk losing more items. But then again, if you are charging for one service and actually sending the item using a much cheaper service then your just as guilty as the buyer that falsely claims they never received your item.

Fix your shipping policy and check-off the shipping service level you are actually using and going to send the item out...eBay permits you to add a REASONABLE handling fee to cover your material costs, and admin costs.

If you list on .com you do NOT get the Canada Post shipping options. You don't have a choice in the matter. When listing on .com you only get USPS & UPS or other/standard/see description to choose from for shipping.

The only time you get to choose Canada Post shipping options with their proper names showing is if you list on .ca. Not everybody wants to nor does everyone have to.

You can still offer different levels of service to Canadians. I offer Regular and Expedited. This leaves me to offer one price for International shipping. Exceptions are handled manually...

If you have purchased the shipping label on pay pal, i.e. if you are using "printing your label" on paypal, you are not at total loss.

Why? Simple, Canada Post offer two very important things through the printing label that are not available at postal office.

1. Postmen never check the weigh of item using "label print on paypal". What does it means? It means that postmen will deem the shipping charge you paid through pay pal as correct. Go figure what ramification does it have.

2. You will be given a number called shipping confirmation number, i.e. you will have an official record on pay pal and canada post that you indeed have shipped the item.

But if you ship item at a postal store using small parcel, don't kill yourself yet. You can scan the receipt Canada Post gave you (assuming it's still in your hands and did not yet end up in the garbage bin), and email it to pay pal, ebay and the credit card companyu to prove that item has been sent.

I don't know what your item number was, and I did not know how the listing looked like. Hopefully you had put down the standard disclaimer:

"seller is not responsible for lost or damaged mail"

If you did not put this disclaimer in, and the buyer allege item not receive, there's none you can do, as small parcel don't have tracking number. In that case, we can only hope that the item you sent wasn't too expensive. Now, if you actually read other discussion boards you will discover:

Paypal doesn't care if you can prove an item has been sent. They care if you can prove that the buyer received the item and SIGNED for it. Delivery confirmation, not shipping confirmation.

And PayPal certainly doesn't care about your disclaimer.

Post 6 is waaaaay off.

Canada post runs online printed label parcels through their "cubiscan" machines and charges exra when they catch shorted ones.

paypal won't consider in the least any "proof of shipping". For good reason, having printed a label it is in no way proof the seller really shipped. Even if you can absolutely proof shipping, it is irrelevant as the test is proof of receipt.

you can't email anything to the credit card company involved in a paypal payment chargebck as there is no way paypal will ever provide that information to the seller.


Paypal let alone credit cards don't care if seller claims "not responsible"

If you send an item via SMALL PARCEL service they you have to expect some percentage of LOSS or NO RECEIPT claims - the to go hand in hand.

This the one of the best and most profitable scams running on eBay -- find a seller that uses regular mail, pay for the item and then turn around and claim you never received the item -- if paypal does not refund them then they file a claim with their CC company who will reverse the charge.

Time to perhaps start using another service level for shipping your items and/or sign-up with a parcel insurance company like DSI.
