I hope someone can help me out, or point me in the right direction for some answers. I've tried to find answers from PayPal without much luck.
I won an item on Ebay and made the payment to the seller and a Global Shipping Provider. The seller is unable to claim his PayPal payment and has apologized with "Sorry, having problems with PayPal, get a refund".
If I cancel his payment that is unclaimed, do I get refunded from the PayPal payment that was claimed and went thru to the Global Shipping Provider?
I can't enter a dispute as one payment is unclaimed.
