Hi there, I had an item up for auction and it sold - BUT - I had specified I would ONLY ship to Canada and the US - but the buyer is in Russia. I cannot understand his address, I have no idea how to ship anything to Russia, nor do I want to learn.
I want to cancel the transaction - and I also want to complain about Ebay, because WHYYYY did ebay let this person in Russia buy the item, if I had specified no one outside North America was to purchase the item.
Please advise.

Unless your listings specifically exclude countries where you do not want to ship to, the system will not block anyone from placing a bid, even if they come from countries where you do not ship.
Here is the information provided by eBay's Customer Service when asking "exclude countries"
If your listing ended with an overseas buyer, but you specified that you're not shipping internationally (nor is your item part of the Global Shipping Program), then contact the buyer and explain that they didn't fulfill the terms of your listing. You then have 2 options moving forward:

Also, be sure to clear the international shipping check box when you create your listing.

Hopefully s/he will agree to my cancellation request. I really don't want this hassle.

For future listings, I strongly suggest you immediately change your preferences to blocks all buyers from outside Canada and the USA to avoid the same problem. Also, each listing should clearly show you do not ship to blocked countries.

Some buyers in other countries like Russia will use a mail forwarding company in the USA to be able to buy items with shipping only to Canada and the USA. Perhaps this buyer has used a service like this.
Please check what the shipping address is on the PayPal shipping notice you get. It may differ from the ebay address.
If it is going to a forwarder in the USA, then you can ship there with a signature confirmation shipping service from Canada Post (Xpresspost has SC but not Expedited Parcel). You need SC because the PayPal transaction amount wil be over the $250 PayPal seller protection limit of $250.
