What do you do if a seller claims free shipping but tries to charge you shipping after the listing ends?

I bought an item that claimed free shipping to Canada.  Seller claims it was a typo and wont honor the listing.  He keeps sending me an invoice with an extra $30 for shipping. What do I do?

Hi deisis.. Seller cannot request more than is stated in the shipping section of a listing.

Did you pay. If so , tell seller to either ship or refund your payment.

 

If refunded can leave appropriate feedback with low DSRs.

When I tried to finish purchase through Paypal, it refused my postal code.  I was physically unable to complete purchase as a result.  I emailed seller for assistance, he responded by saying that it was a typo and that he couldn't ship for free.  He sent a new invoice with $30 shipping added on and also he opened a cancel transaction case so I could stop the transaction if I was not happy.  I do not want to cancel, I want him to honor his original listing.  Any ideas how to proceed from here?
