What does "In transit - Exception-Held at Terminal" update exactly mean for GSP shipped item?

Shipped item GSP to Canada, shipping update two weeks later (via GSP) is stating "In transit - Exception-Held at Terminal".  I cannot get a straight answer anywhere....can anyone help me understand what exactly this means??  Thanks in advance

What does "In transit - Exception-Held at Terminal" update exactly mean for GSP shipped item?

It means it is time to open an Item Not Received dispute and get your payment refunded.

 

If the parcel shows up later, you can either return it to the sender by refusing it, or pay the seller again for the item (but not shipping and import fees which went to the GSP and there is no way for them to accept the refund.)
