What happened to the free media listings?

I haven't listed much since Christmas.
I went to list a bunch of DVD's and now it's back to charging me 5 cents. I thought if you listed with the catalog information the insertion fee was waved for the DVD category. Was it just a short lived promotion or did I miss something? (entirely possible) :^O
