Whats this about cutting shipping costs by buying certain postage stamps online?

I heard about this a while back...reduced postage stamps of some sort that is sold on ebay that sellers can use to reduce the shipping charges.

You can purchase stamps that sell for under face value on ebay or other sites. You would then use the stamps to pay for whatever the parcel costs, thus saving you a few bucks.

Do a quick search for discounted postage. Make sure that the stamps are not ripped or cancelled though.
