This is a great question and can only be answered by sellers charging more than $20 to ship one.
Ask them.

Sellers decide what service they will use to ship.
Some services are faster or more secure than others.
Some services are more expensive than others.
I can send a 30 gram letter across Canada for 85 cents by LetterMail and it will arrive in a week or less. For Priority Post, overnight delivery of the same letter will cost more than $45.
Some sellers include some (or all ) of the shipping cost of the item in the asking price.
The Global Shipping Program used by some US sellers also charges applicable duty, sales tax and a service fee which are charged separately from the seller's shipping fee.

Economics. Look at Dollarama, Selling items for $1 when other places want $8. Its a combination of many things-Sourcing, Overhead, Volume, Quality.
