Why didn't we get Ebay.CA 300,000 free listing promotion invitation only on Nov. 9 2013?

Nonsense.
I received the invitation and enjoyed free listings on both eBay.com and eBay.ca, as specified on the promotional page.

The counter for the "free listings" starts appearing as soon as a listing is used on a site (eBay.ca and/or eBay.com).

Please don't use the word nonsense over a legitimate question-we all work hard to sell on Ebay and we don't deserve a nonsense dismissal.

Since the link in your post did not work, I possibly misunderstood your question when you referred specifically to eBay.ca. Sorry if I did.
Whoever gets invited to the eBay.com promotion also gets invited to the eBay.ca promotion. They are usually tied to the same promotional page with the difference being time zones (Pacific for .com, Eastern for .ca).
Not all sellers get invited to all "invitational" promotions. It has been that way for nearly two years since eBay started using the "invitational" format. eBay has never explained why some sellers get invited while others do not.
Some sellers have in fact claimed they have never been invited.
Another problem may be communication. Often I will not receive an invitation yet I am eligible to the promotion. One way to test it: list an item (auction format) and see if the promotion appears in the panel at right in your Selling Manager.

pierre - I notice you don't seem to have a Store any more, while the OP does.
Perhaps Store operators are not eligible for the promotion?

At one time, in 2012, some promotions were offered to store owners only and some to sellers without a store.
This year, there appears to be no pattern. Checking the participants on the many threads started to discuss new promotions (every few weeks), we see both sellers with a store and sellers without a store having received the invitation.
On average I am eligible to two invitations out of three - either fixed price or auction format. Often, I do not receive any invitation but I am still eligible. Easy to test as indicated earlier.

Have you unchecked the "General email promotions" in the Communication Preferences, Promotions and Surveys section ?
