Why when I click on 'See all matching items from international sellers' it shows all the listings again instead of just these ones?

There is nothing more frustrating than going through XX number of listings in my searches only to find the 'See all matching items from international sellers' at the end. When you click on it it does not just show you these listings but ALL the ones you just went through. Time waster!

Why does eBay add that in small print at the bottom of the search results? So frustrating. I can only imagine that there is higher fees in the initial listings shown. I have called eBay twice, with no satisfactory answer. I have noticed that ALL the the listings are from international sellers, so hiding some makes no sense to me.
