I will take the opportunity to update my listing, rethink the price structure, and also concert to CAD - I am also thinking of listing on .com some items that are easily shipped without the PayPal shipping labels.
QUESTIONS
Will my store pricing apply to my .com listings?
Will there be restrictions because I am a new seller on .com?
Will I still be eligible for free listings on both sites?
Is there anything else I haven't thought of that might be a negative?

Your Store is your Store is your Store.
You can list on any site in the world and all the items will show in your Store.
When a US customer finds your items on dotCOM he sees your prices in US dollars, no matter what currency you list in.
When a German customer finds your items on eBayGermany he sees you prices in euros, no matter what currency you list in.
ETC.
You are not a new seller on dotCOM, you are an experienced seller listing on dotCOM. No restrictions.
You will be eligible for promotions on both sites. (I didn't say 'free listings' because promotions vary. Sometimes we get lower fees for example.)
Because your customer sees your prices in his own currency, in my opinion the reason for listing on dotCA or dotCOM has more to do with whether or not you use Calculated Shipping for your bulky and high value items.
If you want your customer to know exactly how much you will charge him for shipping, list on dotCA where you can use Canada Post Calculated Shipping.
If you want to use Flat Rate or Free Shipping, you can use either site. (BTW on that West Point great coat, did you realize you can enter $0.00 as the cost of shipping to the USA?)
If you list on dotCOM, you go directly to Paypal to print out the shipping label, and don't try to do it through eBay.
Personally, I will be listing most of my small, inexpensive items on dotCOM, and using Flat Rate/Free Shipping using the LetterPost/LightPacket service. These have NO tracking, but I use Cookie Jar Insurance (self-insurance).
On high value or bulky items, I will be using Calculated Shipping and listing on dotCA, to get the correct price and to be able to use tracking.

I am not sure what you are asking here.
If you mean Final Value Fee rates that you have with your store, yes, they are used for sales from items listed and sold on ebay.com.
If you mean the insertion fees for listings over the free listings allotment in a month, you still get the lower insertion free rates on both sites. (You also get the same number of free listings on both sites, so if you have a basic store with 200 free Fixed Price listings and 100 free Auction listings on eBay.ca, you get the same amount on eBay.com. Same for all store levels.)
If you mean monthly store fees, you pay your monthly store fee on the site where you have the store and the store will hold all listings from all sites you use (eBay.ca, eBay.com and even any other ebay site). You do not have to pay a monthly store fee for each site you list on.
2) Will there be restrictions because I am a new seller on .com?
For listing and selling items on eBay.com, none.
But you cannot use Canada Post shipping options in the eBay.com listings since Canada Post is not supported on ebay.com. So you must use Flat Rate shipping only with ebay Generic shipping options. See other topics on how to set up shipping on ebay.com. Make sure you understand how to set up shipping on ebay.com. It is not hard but little things like your domestic shipping is actually shipping from Canada to the USA, you must set up Canada as your first international option even though you are really shipping within Canada. A little adjustment to your thinking is needed for using ebay.com and shipping.
You will still get your 20% Global TRS discount from ebay.ca and eBay.com sales. You most likely will not qualify for TRS plus on ebay.com because of tracking requirements but that does not affect you. The TRS Plus main perk lost is a boost in Best Match placement on ebay.com which should be a minor loss.
3) Will I still be eligible for free listings on both sites?
If you qualify to free promotions and the promotion is for either eBay.ca and ebay.com sellers, then you can use the promotion on both site. Like the free listings with your store you get the same amount on both sites.
The current promotions on ebay.ca are eBay.ca only promotions meant to stimulate conversion of US$ listings to Can $ listing on ebay.ca. They do not apply to ebay.com listings.
4) Is there anything else I haven't thought of that might be a negative?
Not a negative but and observation. Regarding your comment "that are easily shipped without the PayPal shipping labels", you can still use PayPal labels with sales on eBay.com. If you go to PayPal shipping on PayPal and look at you eBay.com sale, you still can choose shipping and a Canada Post shipping option. You do not give up anything. I do not know if the tracking number will be automatically transferred for an ebay.com sale to the eBay record so double check this. Someone correct me on this tracking number detail.
Some suggestions.
Because you must use Flat Rate shipping on ebay.com and generic shipping options, try to list items on eBay.com that will use fixed shipping cost Canada Post shipping options when you ship the item. By this I mean items that ship Canada Post Lettermail / Letterpost and Light Packet. The rate are one price for Canada, another for the USA and another for the World. This fixed shipping cost structure works well eBay.com.
If you have parcel items that can go Small packet to the USA and World but must go Expedited Parcel within Canada, then there is a bit of trouble setting up shipping costs in the listings because the cost vary by destination. The USA cost is a fixed rate for all of the USA using Small Packet USA so no problem. Shipping to the world using Small Packet varies by country (CP breaks the world into 10 regions with the price varying by 10% or so) so you need to charge some average rate that will cover your actual shipping costs for most countries. Canada is the big problem because choosing a shipping cost that will cover most sales is hard to do. Close buyers overpay and far buyers underpay. Since you are in BC, you have a broad range of shipping costs across Canada for using Parcel Services like Expedited Parcel. If too much trouble and Canada sales are expected to be low, then just block Canada and do not sell to Canada in these type of listings.
I can list more thought on this but too much to say. Read the other topics and posts to fill in. Many information repeated but repetition is a great way to learn.

An eBay store is only an accumulation of all your listings from all eBay sites in all currencies - all grouped under one roof.

You guys are all great, thanx for the information, it makes sense......however I now need to ask about turbo lister and actual listings..
I use turbo lister and always have. Will I have to start a different account in order to list on .com? I assume from the posts that the "tool" ebay will time care of the existing listings I will sell on .com, but new listings.........I have never seen a setting on turbo lister that allows me to change - any input would be appreciated!

No.
As stated earlier, one seller account (and one store if you have a store) is all you need to sell on all eBay sites in all currencies. All the fees from listings on all sites in all currencies are still combined on the same eBay monthly invoice.
The real question you need to ask yourself is:
Do I need to switch to .com and list in US$ or will I be better off (as eBay,ca management claims) to continue listing on eBay.ca and do so in Cdn$?
Sorry I do not use Turbo Lister and cannot help you on that question.

Thanx Pierre, I get that, and will switch most items to CAD on .ca, but I am playing with the idea of keeping some letter mail type items on .com and will have to figure out the logistics of doing that with turbo lister.

I created a mini TL help procedure and am posting it in response to some TL questions. Post back if incomplete or errors in the steps.
Turbo Lister: How to add ebay.com USA module for TL to your current Turbo Lister eBay id that has only eBay.ca Canada.
1) Update TL program and data.
Start TL, go to Tools -> Check for Program Updates and update if any needed. Once updated, check again for Program Updates. Repeat until TL update says there are no more program or data updates. Exit TL. Wait a 2-3 minutes to make sure TL has finished closing in Windows.
Check your versions of TL. Go to Help -> About Turbo Lister. Current version as of March 28 is 9.920.101.0. If you have this version you are up to date. If a higher version, then TL has been updates since the time of writing this post.
2) Compact TL database to make sure the database is good.
Start TL. Run TL Tools -> Compact Database which will compact your TL database and may fix issues with the database. If successful, continue. If not, exit TL, wait 3 minutes, restart TL and Run TL Tools -> Compact Database again. If still having trouble, go to the ebay.com Tools and Apps form and ask for help. This step is precautionary in case you already have issues with your TL database that may prevent continuing.
Exit TL. Wait a 2-3 minutes to make sure TL has finished closing in Windows.
3) Add eBay.com USA site to Turbo Lister
Go to Tools -> Options -> Seller Options -> Seller Sites and check off eBay USA. You will see eBay Canada already checked off. Then click Apply at bottom and it will take a while to download and install (5-15 minutes).
When done, run Tools -> Check for Program Updates again. Repeat until TL update says there are no more program or data updates. Exit TL. Wait a 2-3 minutes to make sure TL has finished closing in Windows.
If you use TL Tools -> Options, you will see that you have eBay.com USA added to Auction Defaults and Fixed Price Defaults. If you used the eBay.ca Canada with defaults, then you may want to set up defaults for ebay.com USA site.
4) Check that all is okay with TL.
Start TL, look around at different parts of TL. Check inventory listings, check Listing Activity, check whatever you can to see if all okay. Run Sync to see if that runs even if you have no data.
Make a test listing for ebay.com and upload to see if it appears on eBay. If any issues, post in the forums and ask for help.
PS I add in a lot of exit and restarts because I like to know where an issue arises. It also makes sure that windows resources are not used as much as one large TL session.
PS When you do have eBay Canada and eBay USA listings, it is hard to tell which site they are one. In the grid view, click on customize columns and move the eBay Site column to the far left. It will show a Canada Flag for Canada listings and an USA flag for USA listings. Easy to tell what site is used.

Not being a TL user, I was only vaguely interested when one of the eBay boys mentioned that TL is no longer supported by eBay. Any idea what this might mean?
And of course, I may have misunderstood.
