You still have time to open an Item Not Received Dispute on Paypal.
The Resolution Centre is at the top of your account page under Tools.
The first suggestion is to contact the seller.
You have already done that, so escalate to a Claim.
If the seller cannot prove delivery, he will be forced to refund you. (As in PP will refund you and go after him for their money. He will not like that.)
When eBay and PP split, PP's deadline for claims got a lot longer. And many sketchey sellers do not realize this.
