1. You can contact the seller and say the item was not received and ask for a refund (don't accept an offer of replacement). You can always repay them if it arrives.

2. The ability to open an Item-Not-Received (INR) claim on ebay is only allowed for 30 days after last estimated arrival date. For this purchase the deadline on eBay would have been March 10. So this choice can't be used.

3. If money is not refunded by the seller then open a claim for Item-Not-Received (INR) on paypal. You have 180 days from time of purchase to make this claim via paypal.
