Buyer Protection.. Claims for not received or not as described must be filed within 45 days of payment. Should always file by day 43 in PayPal resolution center, assuming cannot be resolved with seller.
PP can request that you return the item, at your expense, with online delivery confirmation to receive a full refund of payment.Can be expensive if item is heavy or going long distance ie China.

First you contact the seller and explain the problem.
He may refund immediately or request that the damaged parcel be returned for refund. If you are returning the parcel, use a Delivery Confirmed postal service, usually Expedited within North America and ExpressPost (which costs $0 up) for international. DHL would also be appropriate, but check that the parcel will be tracked or at least Delivery Confirmed.
If the value is over $250 including shipping, you will need Signature Confirmation of Delivery.
If the seller is not helpful, contact eBay and file a Not As Described dispute. As heidi says, you have only 45 days to do this. Do not let the seller lead you on.
You can file this dispute even if the seller tells you he is waiting for the parcel to arrive. Do not let the 45 days expire.
The seller has a contract with DHL for safe delivery. Any damage in transit would be resolved between them. But of course, cooperate with their resolution process.
DHL is often used by Chinese dropshippers. If the seller is in North America, you would return the parcel with Delivery Confirmation to the seller and not to the shipper.

OOPS!
Expresspost International would cost $40 up not $0.00.
One of the drawbacks of cheap Asian products, and of buying overseas generally, is that it is expensive to do returns with the required Confirmation of Delivery.
Neither eBay nor Paypal will accept Confirmation of Shipping.
