ebay seller, selling faulty items & suspicious in general

Purchased from (CHINA) as advertised a "New" (AC Power Supply Adapter) for printer. Plugged it in- NO WORK, had a computer store to confirm - No Voltage. Seller says SORRY, will send another - NEVER COMES, probably because I asked do you TEST before shipping, of course Seller says YES. Seller wants it returned before a refund, which apparently will cost half the price of the item ?? Should I report this Seller to eBay and send the item for proof of suspicious nature ??

take a picture of the ac adapter with voltmetre showing no voltage as proof for the seller.
he described as new, is his fault and you don't have to pay for the retund shipping
If he absolutely wants the item to be shipped back, the seller has to pay for a return shipping with tracking. Don't pass the 45 days limit to open a Paypal dispute for "item not as described"
don't wait for the seller to ship "another new one" (you will lose time), request a full refund.

That was the big mistake right there. You purchased an item from a country known for inferior and counterfeit products.
If you file a not as described dispute, you will be required to return the item at your own expense. Occaisonally buyers get refunds without returning the item but that is under certain circumstances and the buyer would have to file a dispute in order to get it.
There is no ebay policy that says that sellers have to pay for return shipping with tracking. When you return an item, the seller is only required to refund the purchase price and the original shipping price you paid. Some sellers will reimburse you the shipping cost for returning the item but it is not a requirement.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.

After you file the dispute and it is closed, leave appropriate feedback for the seller. Keep in mind you have up to 60 days to leave feedback.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.
