I assume you're asking about the global shipping program -- lots of other threads discussing GSP and it's flaws. The GSP money fee goes to Pitney-Bowes (the GSP administrator) not the seller.
The US seller ships the item to the Pitney-Bowes warehouse in the USA, then taxes and duty are accessed, and handling and shipping for the rest of the trip. Taxes and duty are supposed to be handed over to the CBSA (Canadian Border Services Agency). Biggest problem is that a detailed list (of taxes, duty, handling) is not provided -- so the buyer can't check for mistakes.
